A Ministry of Science and Technology will help reverse Peru’s low rates of scientific production, thus having a positive impact on the national economy in addition to preventing brain drain,
According to Montoya, IPEN – along with the rest of the members – would review the proposals, offer their contributions and opinions, thus completing the legislative initiative.
Supported by a ministry – he stressed – investments in science would be optimized, and there would be better coordination between all research institutes – now dispersed – as well as universities and private institutions.
“Currently, sectorization and disarticulation do not allow us to work well. Supported by a ministry, there will also be decisions at the highest level,” said Montoya.
In addition, the scientist said that there is evidence that a ministry boosts a country’s scientific output, such as Argentina and Brazil, both of which to date are regional nations working – for example – in the production of COVID-19 vaccines.
“Some time ago, South Korea was poorer than Peru; then, it created a ministry and its scientific production soared; they (its inhabitants) are across the heavens today. It is time to stop selling products with no added value; this is what stimulates scientific production, ”he pointed out.
Finally, Montoya said that, thanks to this new panorama, the brain drain will be avoided.
